Onepage is built like other pages. In order to link top menu to sections, you have to enter unique id to visual composers rows at first, then link to them from menu. See screenshots below
1. put row id for the section
2. add custom link menu item, and put #section_id you entered
3. Make sure menu settings is set to "Header Menu Onepage"
